Background paper for the Human Development report for South Africa

The purpose of this paper is to explore the experience of democratic engagement and transformation, especially at local level. Three themes structure the paper. The first theme considers the engagement between the government and civil society organisations around poverty reduction. In many ways, conceptually, it goes to heart of the problematic — whether democratic engagement is translating into transformation to the benefit of the poor. Debates around effective poverty reduction strategies and supporting frameworks at both national and local levels force a discussion about the purpose of democratisation and citizen's differential access to democratic opportunities and dividends.
